South Florida Sun-Sentinel (which doesn't vote for HOF or any other baseball awards).
Why not have a minimum payroll requirement? Answer: Because that issue doesn't generate
as much hate or envy, so doesn't sell as well. Why not take some of the billions mlb.com generates to help out smaller payrolls?
